Description

As a part of the recently concluded investment PLT1909-001SAX- Maintain the longevity of soils constraints investments and increase grower adoption through extension - western region GRDC contracted Anvil Media to film a video titled Get the most out of deep ripping: Tips on choice, set up and use of deep rippers. https://www.youtube.com/watch?v=1R7QFxHiBA0

The success of this video can be attributed to the instructional approach taken in filming the video with input from machinery experts and growers. The video outlines the considerations that need to be undertaken by growers when making the decision to deep rip paddocks with face-to-face interviews, voiceover commentary and footage including drone shots and close ups of deep ripping in real time. GRDC West want to commission a series of 6 videos over 2 years filmed using the same approach for a variety of soil management techniques to inform growers in the Western region of best practise methods to use to implement these management options now and into the future. GRDC are seeking interested parties to co-ordinate and organise the project in collaboration with Anvil Media. Coordination of this project will require:

Determining appropriate grower case studies, contacting and coordinating their participation in the videos.
Contacting subject matter experts (SME's: researchers, machinery manufacturers ) and coordinating their participation in the videos.
Organising machinery
Writing scripts and engaging talent
Liaising with Anvil Media to undertake filming of the management practices at the correct time of year and ensuring that the correct information is included into the final video copy.

This investment will include only the costs incurred by the project lead in completing this work as well as compensating the talent (growers, advisors and industry) for their time and machinery costs. The cost of filming and associated production costs would be covered by the current GRDC contract with Anvil Media, co-ordinated by the Western Communications Manager.

Linkages for video opportunities with other GRDC investments including Improving crop nutrition through extension of new research in the Western Region and the SWAN Strategic Partnership with DPIRD are also encouraged.

GRDC will contract under the terms of the GRDC Standard Two-Party Research Contract.

The schedule(s) attached to the contract will detail the project details: the outcomes, outputs, milestones, budget, participating personnel and required intellectual property.

It is anticipated that any resultant contract in relation to this procurement will commence with a proposed term of 24 months.

Conditions for Participation

The following are mandatory conditions with which a Tenderer must comply to participate in this procurement process:

The Tenderer and any subcontractor must not be named on the Consolidated List, being the list of persons and entities who are subject to targeted financial sanctions or travel bans under Australian sanction laws, as maintained by the Department of Foreign Affairs and Trade.
The Tenderer and any subcontractor must not have a judicial decision against it (not including decisions under appeal) relating to employee entitlements and who have not paid the claim.
The Tenderer must be a single legal entity or recognised firm of partners.
The Tenderer and any proposed subcontractor must be compliant with the Workplace Gender Equality Act 2012, the Modern Slavery Act 2018 and any other applicable labour laws and standards in the jurisdiction in which they operate.

Minimum Form and Content Requirements

The following are the mandatory content and format requirements that the Tenderer must complete and provide to participate in this procurement process:

Applications must be submitted using the Grains Investment Portal.
Applications must be written in English and any measurements must be expressed in Australian legal units of measurement.
Budget details must be submitted on the ‘GRDC Budget Template’ provided in the Grains Investment Portal.

Evaluation Criteria

Questions and Answers

Q1. Are there any specific topics that are of interest to GRDC or that you would like to see?

A1. GRDC will be happy to discuss filming concepts and ideas with the successful tenderer. GRDC will require video concepts to be based on previous proven scientific based research that have been proven to add value to growers and their farming systems. This would include but is not limited to previous GRDC projects.

Q2. The RFQ says that up to 6 videos will be delivered by July 2026. Does GRDC have a timeline or key times/months they would like to see the videos launched into the marketplace (i.e. a set number per year?) or is this something we need to determine?

A2. GRDC envisages 3 videos per year over 2 years, but this is indicative only and has some flexibility. The timing of the videos will be dependent on the subject filmed.

Q3. Does GRDC envisage the length of each of the 6 new videos being roughly the same as the example video shared in the RFQ (i.e. between 7 and 8 mins)?

A3. Yes.

Q4. In terms of identifying the topics for the 6 x instructional videos, will GRDC provide guidance in terms of the investments / soil management techniques they would like to showcase?

A4. GRDC will provide guidance including a suggested list of topics.

Q5. Will there be able to work with/ have access to the GRDC Western Panel and GRDC Communications Manager to identify SMEs and growers for the videos?

A5. Yes, this can be accommodated, but ideally the applicant will have an existing network of SMEs and growers to draw upon.

Q6. Can GRDC provide additional information about the ‘SWAN Strategic Partnership with DPIRD’ mentioned in the RFQ ?

A6. No further information is available at this time.
