Summary

This program will catalogue existing and emerging GHG credential schemes and identify the most profitable GHG market opportunities to accelerate benefits for Australian grain growers. It will involve collaboration and co-learning to develop tools and resources that enable growers to identify and evaluate pathways for deriving value from monitoring, managing and reporting GHG accounts. Additionally, the program focuses on understanding socio-ecological barriers and drivers to ensure effective implementation.

Description

Capturing Grower Value

The Capturing Grower Value program aims to identify and document GHG credential schemes, focusing on profitable GHG market opportunities for Australian grain growers. The program involves collaborating with farms (including corporate farms) and the agricultural technology sector to demonstrate the benefits of GHG accounting and encourage changes in farming practices. It will establish guidelines and standards for integrating tools and analytics, as well as implement activities to incentivise and address barriers to adoption. These activities will empower growers to make informed decisions regarding different value capture pathways. The program will leverage insights from on-farm case studies, supply chain, market influences and service providers, necessitating collaboration across the GHG service industry.

Outputs

Output	Description
Output 1: Credentials, standards and metrics for grains Industry	By May 2025, develop a grower accessible catalogue (to be updated biennially) of enterprise performance and emissions schemes, standards and metrics suitable for grain enterprises. This catalogue should align with on-farm measurement and monitoring requirements.
Output 2: Review of scientific literature	By May 2025, review associated literature to identify opportunities that support benchmark integrity, or significant gaps where efforts should be focused to improve the scientific evidence base.
Output 3: Pathways to low emissions	In collaboration with Action Research Networks and research teams, produce draft recommendations and standards for cost-effective market integration of GHG data collection and reporting across the entire value chain by June 2025. Review these recommendations by March 2028 and finalise them by May 2028, with publication in a format suitable for target audiences.
Output 4: Case-study narratives	By June 2025 and again by September 2025, develop and communicate a minimum of six case studies across LEIFS, industry, finance and government. These case studies should capture behaviours, attitudes and barriers towards emissions monitoring, management and reporting, with a focus on influencing incentives and policy.
Output 5: Value from emissions monitoring	By September 2025, develop a manual for grain growers outlining the ‘key steps’ in assessing opportunities, risks and dependencies associated with emissions reduction credentials and schemes. Update the manual by September 2026 and again by June 2028.

Proposed Budget

Proposed Contract & Term

GRDC will contract the Project under the terms of the Project Agreement.

It is anticipated that this Project will be delivered over a period of 5 years.

The schedule(s) which form part of the Project Agreement will detail the Project details: the outcomes, outputs, milestones, budget, participating personnel and required intellectual property.

In addition to the Project Agreement, GRDC will require the Program Office partner to enter the Collaboration Agreement which governs maters including the governance of the LEIFS Initiative and the management of intellectual property and data associated with the LEIFS Initiative.

The template Project Agreement and Collaboration Agreement containing the proposed terms and conditions of each agreement is supplied as an attachment.

Please read and make yourself familiar with the terms and conditions of the Project Agreement and the Collaboration Agreement. You must specify any non-compliance with the terms of each agreement in your Tender. Please note that GRDC will not consider changes to the terms and conditions of the agreements that have not been identified in your Tender. GRDC reserves the right to negotiate the terms and conditions of the agreements as it deems appropriate.

Conditions for Participation

The following are mandatory conditions with which a Tenderer must comply to participate in this procurement process:

The Tenderer must be a single legal entity or recognised firm of partners.
The Tenderer and any proposed subcontractor must be compliant with the Workplace Gender Equality Act 2012, the Modern Slavery Act 2018 and any other applicable labour laws and standards in the jurisdiction in which they operate.
The Tenderer and any subcontractor must not have a judicial decision against it (not including decisions under appeal) relating to employee entitlements and who have not paid the claim.
The Tenderer and any subcontractor must not be named on the Consolidated List, being the list of persons and entities who are subject to targeted financial sanctions or travel bans under Australian sanction laws, as maintained by the Department of Foreign Affairs and Trade.

Minimum Form and Content Requirements

The following are the mandatory content and format requirements that the Tenderer must complete and provide to participate in this procurement process:

Submit Tenders using the Grains Investment Portal.
Write Tenders in English and express any measurements in Australian legal units of measurement.
Budget details must be submitted on the ‘GRDC Budget Template’ provided in the Grains Investment Portal.

Evaluation Criteria

In the table below are the Evaluation Criteria that the Tender Evaluation Team will use to assess the value for money of all Tenders.

1b	Intellectual property (IP), commercialisation and data management Intellectual Property: List existing and/or background IP (including datasets) which are intended for use during the project. For existing IP (including data), outline restrictions impacting publication or commercialisation of the intended project outputs. Describe newly created IP and FTO. Commercialisation: Describe potential commercial outputs and path to market. Data management: A Data Management Plan, for the duration and post LEIFS Initiative.	20%
1c	Personnel Capability A list of all key personnel, including proposed subcontractors, detailing relevant: Demonstrated experience and skill, industry knowledge and organisational resources. Demonstrated ability to collaborate with industry personnel and stakeholders. Achievements of the project lead in providing effective leadership, management, co-ordination, and timely delivery of high-quality outputs. Relevant existing and proposed agency networks and collaborations, both national and international.	25%
1d	Co-investment and Leverage List the types and level of co-investment that the applicant will contribute to deliver the tendered work. List existing and proposed linkages to related activities and programs and value to LEIFS Initiative.	20%
2	Price - The tendered budget.
3	Risk - Risks inherent in the application including the degree of compliance with the draft contract and any actual or perceived conflict of interest.
